discombobulated as he tries to make sense of the draft polluter-friendly EPA proposal that helps polluters avoid having to use "the maximum achievable technology controls to lower their pollution" if their emissions drop to below "10 tons or more of a single air pollutant or 25 tons or more of a group of pollutants..."
So, let me see if I get this right: you have to cut your pollution a lot, unless, of course, you choose to reduce it a little? Then you won't have to cut it a lot? And this is good news?
